Part 02 of 08 · Learning & skills

Education, literacy and skills

Learn well. Go further.

A school place should lead to real learning. A skill should open a useful path.

What we will do

Three practical steps

A certificate matters more when the person holding it can use the skill and find a route forward.

  1. Learn
  2. Practise
  3. Use the skill
  1. Help teachers teach

Put reading, writing and maths first. Give teachers practical support and useful materials.

  2. Make schools work

Prioritise safe classrooms, water, toilets and access for people with disabilities.

  3. Connect skills to work

Strengthen recognised training, apprenticeships and second chances for adults.

From the full programme

Delivery safeguards and conditions

Assessments that help

National learning assessments direct support to gaps, not stigma for schools serving disadvantaged communities.

Meals in phases

School meals expand by need, nutrition standards and financing, reporting attendance and food safety.

Recognised skills

Every publicly funded course names the skill assessed, the standard and the route to further work. Experienced artisans can seek recognition.

Respect and bridges

Voluntary quality arrangements with madrassas and other faith-based schools, respecting religious identity.

How to judge progress

Check the result

  • Are pupils learning?
  • Are teachers supported?
  • Do trainees gain useful, recognised skills?

2031 delivery target

Early-grade literacy and numeracy

Target
+15 percentage points

A 15-percentage-point improvement in pupils meeting the agreed standard by 2031, against a validated 2027 baseline.
